Developing Country Perspectives on Carbon-Based Competitiveness, Trade and Climate Change Linkages

Summary

This paper analyses a number of issues raised by the increasing links between the global trade and climate agendas such as tariff liberalisation on green technologies, the use of low carbon standards, intellectual property rights and border adjustment measures. The paper examines these issues from the perspectives of developing countries focusing on the political and economic considerations that underlie them.

From the perspective of developing countries, trade measures are not necessarily the best nor the most appropriate means for addressing climate change concerns. Rather, there is great concern that the use of trade measures by developed countries ostensibly to address climate change concerns may in fact have the effect of restricting the market access of developing country products in developed countries and enhancing the competitive edge that developed countries have in global trade, thereby "locking in" the current inequitable development gap between developed and developing countries.

South Centre Press Briefings during Barcelona Climate Change Talks, 2-6 November 2009, Barcelona

The South Centre held a series of activities including three Press Briefings and one Side Event in during the UNFCCC climate change negotiations held in Barcelona, Spain, from 2 to 6 November, 2009.

At these events, the Executive Director of the South Centre, Mr. Martin Khor, gave briefings and outlined the Centre's perspectives regarding the progress of the current climate talks and highlighted the South’s concerns on major issues in the climate change negotiations in the run up to the Copenhagen meeting of the UNFCCC in December 2009.

The Innovation and Access to Knowledge Programme (IAKP) of the South Centre is organising the Third International Symposium on "Achieving Balance in the Enforcement of Intellectual Property Rights: Global Perspectives", on Friday, 23 October 2009, in Room XXVI of the Palais des Nations in Geneva. The purpose of the Symposium is to bring together different stakeholders from developing country governments, intergovernmental organizations, academia and civil society to discuss the policy challenges that developing countries face on IP enforcement. The theme of the current symposium will focus on three major elements: (i) IP enforcement and the public interest; (ii) Safeguards for a balanced IP enforcement; (iii) Responding to the global IP enforcement agenda.
