L'incapacité des institutions de gouvernance économique mondiale actuelles à favoriser de façon effective le programme de développement du Sud signifie que ce dernier doit s'efforcer d'améliorer le fonctionnement de ces institutions. Les pays du Sud doivent pouvoir exprimer clairement quelle forme doit avoir, selon eux, la gouvernance économique mondiale afin de leur permettre de générer les ressources dont ils ont besoin pour sortir leur peuple de la pauvreté.
