2009 - 2nd Quarter - IP Quarterly Update

Section I: Focus Piece “The Roadmap for Patent Cooperation Treaty Reforms: Procedural Streamlining for Substantive Harmonization?”.

This piece reviews discussions on a roadmap for the future development of the Patent Cooperation Treaty (PCT) system in the second session of the PCT Working Group in WIPO, and traces how the proposals on future development of the PCT are a continuation of the original proposal for PCT reforms, which was an integral part of WIPO’s Patent Agenda, with the long-term objective of PCT reforms being making the system move away from its current status of non-binding search and examination reports, to a system where PCT processes can be used for grant of substantive patent rights.

Section II: Summary of major developments in the second quarter of 2009 on IP related issues in multilateral organizations including UNFCCC, WTO, WIPO, WHO, WCO, CBD, FAO, regional and bilateral free trade agreements, and other related processes like ACTA and WSIS
