IP Experts Focus On 3-Step Test In Copyright, Discuss Way Forward

With only five percent of the world’s population, the United States takes up a quarter of world’s energy consumption; absent serious reductions of carbon use in the U. S. means that any carbon policy for the planet will be seriously compromised. Egypt’s Ambassador in Geneva, Hisham Badr, who survived the Arab Spring to keep his old job, was much more despondent. No deal would be possible he said “short of a miracle or a last minute package coming down from a parachute.”

Little currency for global money?

The IMF’s first Consolidated spillover report examining the effects in other countries of the policies of five globally important economies – the US, China, the UK, the eurozone and Japan – pulls fewer punches. It comes down on the side of China in the ongoing argument over whether surplus or debtor countries bear more blame for any negative impacts of global imbalances.  While China’s gradual approach to increasing the value of its currency “yields only modest growth spillovers”, a tightening of US monetary policy (by for example raising interest rates) “will reverse the rise in emerging market capital inflows and currencies” — confirming the analysis of a recent report by intergovernmental organisation the South Centre, that the boom in capital flows to developing countries is built on the fragile foundations of low interest rates in northern countries (see Update 75).

The South Centre has released a new policy brief on the state of the implementation of the Doha Declaration on TRIPS and Public Health.  It hails the Doha Declaration as a “landmark achievement for clarifying the relationship between IP and public health,” but notes that there have been difficulties implementing the TRIPS flexibilities that it upholds:  “Some developing countries are increasingly making use of TRIPS flexibilities for public health purposes, but many still need to adopt the appropriate laws and regulations and to ensure that patent offices act as stewards of the public interest. They also need to more effectively resist demands of TRIPS-Plus obligations in exchange for trade or other concessions.”

 Health Impact Fund – Raising Issues Of Distribution, IP Rights And Alliances

But it is not the NGOs alone who are behind the changes; they are providing support to national governments and companies in the South. They work with delegations to influence negotiations in the WTO and the World Health Assembly. They are allied with think tanks – such as the South Centre, an inter-governmental research center – who worked closely with the governments of Brazil and other like minded countries to push forward the WIPO Development Agenda, a significant reform of an international organization. These governments take the positions they do in WIPO and WTO as a result of pressure from local civil society organizations at home. The breakthroughs in the TRIPS agreement and the massive decline in the price of HIV/AIDS drugs resulted from the existence of Rambaxy, Cipla and other generics manufacturers in the south that would compete with the big Pharma multinationals. It was the supply of generics from Cipla and Rambaxy and their deal with the MSF to supply the drugs at a fraction of the patented price from big Pharma that opened up negotiations with big Pharma to cut prices for poor countries.

Heroes of the Antiglobalization Movement – Part III

Martin Khor – Malaysian economist and activist who first alerted world to efforts by the European Commission to incorporate a Multilateral Agreement on Investment (MAI) to the WTO treaty. The effort failed, owing to the collapse of the Doha round.  The MAI would have allowed corporations to establish themselves, without restriction, with 100% equity in all sectors (except security) in any WTO country. National laws favoring local businesses would be deemed anticompetitive and thus would be canceled. As in the case of dumping, enactment of MAI would have been disastrous to local development, as well as accelerating the transfer of millions of dollars of wealth (in the form of profits and dividends) to the industrial north.

Africa: The Problem of Me - Who Am I?

Why globalisation is no antithesis of Hindutva

Two things happened twenty years ago. Manmohan Singh was brought from Geneva’s economic think-tank South Centre and appointed finance minister in a deal forced upon India by the International Monetary Fund (IMF) when the agency was approached to bail the nation out of its debt crisis. Singh supervised the transition of India from a socialist-democracy to a capitalist market economy, a process often referred to as liberalization-globalization. Two decades later, the man heads the Union government and is called by the corporate media as the best Prime Minister India has seen since Nehru (although the man they would actually like to see at 7, Race Course is Hindutva icon Narendra Modi. Incluso, anota Velásquez, como respuesta al actual déficit presupuestal de la OMS (300 millones de dólares) su actual directora, la ciudadana china Margaret Chan, propuso que se aumenten los aportes privados a cambio de crear un Foro Mundial de Salud conformado por el Banco Mundial, los bancos regionales y la industria farmacéutica, “sin diferenciar la naturaleza de sus intereses” y los conflictos que de ello se pueden suscitar (El Tiempo, mayo 22/11).

A mid March research paper on Capital flows to developing countries in a historical perspective, published by intergovernmental think tank the South Centre, asks whether "the current boom will end in a bust?" The paper argues that the IMF approach to capital controls may not protect against the risks from volatility in flows to developing countries: "Controls over both inflows and outflows should be part of the arsenal of public policy, used as and when necessary and in areas and doses needed, rather than introduced as ad hoc, temporary measures." The paper concludes: "experience shows that when policies falter in managing capital flows, there is no limit to the damage that international finance can inflict on an economy."

South Africa: The ANC government’s ‘talk left, walk right’ climate policy

Many recall from World Summit on Sustainable Development prep-coms how pressure rose on negotiators to be as unambitious and non-binding as possible. At that 2002 Johannesburg summit, climate change was completely ignored and the main host politicians – President Thabo Mbeki, foreign minister Nkosozana Dlamini-Zuma and environment minister Valli Moosa – were criticised for, as Martin Khor (now head of the South Centre) put it, “the utter lack of transparency and procedure of the political declaration process. Some delegates, familiar with the World Trade Organisation (WTO), remarked in frustration that the infamous WTO Green Room process had now crossed over to the usually open and participatory UN system.”

Climate change: Developed countries put world at risk

Huge rainfalls causing floods narrowly missed the climate change negotiators who met for another round of talks in Tianjin last October with disappointing results. Quito, 23 ene (Andes).- Martin Khor, director de South Centre (centro de estudio intergubernamental con sede de Ginebra) considera que la clave para el mejoramiento del comercio exterior del país está en el desarrollo de la industria, principalmente, en el sector de alimentos, servicios y tecnología.

WHO Future In Question; Debate Over Industry Representation
