EXECUTIVE SUMMARY
This paper discusses different negotiating strategies and how they may be used by developing countries in
the context of the current WTO negotiations on trade in services. It is designed to stimulate thought
amongst developing countries on preferred approaches to services negotiations, and particularly
negotiating strategies that may be used in the run-up to the Cancun WTO Ministerial Meeting. More
broadly, the paper encourages researchers in academic, civil society and intergovernmental organizations
to engage in more detailed analyses of negotiating strategies and dynamics, especially as they relate to
trade in services.
