INTRODUCTION

Issues relating to internal WTO institutional governance have long been on the agenda of the WTO, stemming primarily from the fact that the institutional mechanisms and processes used have led to problems of transparency, inclusiveness, and participation, as well as efficiency, in decision-making in the organization. This note highlights some of the major issues in this area, the discussions that have taken place, and the deficits that need to be addressed, particularly related to the process for the on-going consultations in the context of the Doha-mandated negotiations.
