Title: THE PRINCIPLES AND MODALITIES OF EU-INDIA COOPERATION ON AFRICAN DEVELOPMENT

Europe had enlisted the services of the Indians in the colonization of Africa. From this the Europeans overwhelmingly benefitted out of the appropriation of Africa’s natural wealth and cheap labour. The Indians, although a subset of the exploited, benefitted partially as “middle agents”.  At the lowest end of the “development” chain, were the Africans. Africa’s plunder was all the more cruel because it deprived Africans the time and the opportunity to develop themselves by their own means and institutions. This lies at the root of many of Africa’s present challenges...

  • Conclusion: Human rights and the principle of equity demands the provision of safe drinking water, food security, basic sanitation, energy, universal education, health care, housing and social protection for the poor everywhere, and for the poor nations. This requires a new agricultural and food production system that is based on building the capacity of small farmers at the national and regional levels to produce food for the nation and the region, and that is "decoupled" from the global system of financialised capitalism and domination of banks, speculators, and global food chains.

Why is Aid Counter Productive to Development?

The conceptual starting point is not aid but development. Growth, admittedly, is an important aspect of development. But growth is not the same as development. Growth is essentially an economistic concept, reduced in the literature to a few economic indices such as Gross Domestic Product (GDP), or in the language of the Millennium Development Goals (MDGs) to certain statistical measurements. What is lacking in these definitions are two important concepts, namely, self empowerment, and freedom from imperial control.  Develop­ment essentially is “a long democratic process that starts from within, where people participate in the decisions that affect their lives, without imperial interference from outside, and aimed at improving the lives of the people and realisation of the potential for self support, free from fear of want and political, economic and social exploitation”.

The STATEMENT AT THE 15TH MINISTERIAL CONFERENCE OF THE NON-ALIGNED MOVEMENT, TEHERAN, ISLAMIC REPUBLIC OF IRAN

The statement is presented by Professor Yash Tandon, Executive Director of the South Centre, at the 15th Ministerial Conference on the Non-Aligned Movement, Teheran, Islamic Republic of Iran on 27-30 July 2008.

The South Centre is an intergovernmental think tank of the developing countries established in 1995 with its headquarters in Geneva. It has grown out of the work and experience of the South Commission, and from recognition of the need for enhanced South-South co-operation. Presently, the South Centre has 51 member states.  However, the Centre provides support to all the countries of the South including G77 and China, the Non-Aligned Movement, G24 and other international organisations of the South, in the form of critical analysis, capacity building, and policy advice...

While the governments of rich nations want to streamline their global-development efforts in the OECD context, those of many developing countries are less enthusiastic. Some experts even view the Paris Declaration of Aid Effectiveness as a document of new colonialist aspirations, and doubt the OECD High Level Forum in Accra in September will achieve much good. The Third High Level Forum on Aid Effectiveness will be held this September in Accra. But is aid effectiveness a mirage? Yash Tandon dissects the Paris Declaration in relation to aid effectiveness and reaches the conclusion that "under the pretext of making aid more effective, the aid effectiveness project is a form of collective colonialism by Northern donors of those Southern countries that, through weakness, vulnerability or psychological dependency, allow themselves to be subjected to it at the Accra conference in September." But all is not lost and he also offers a way out...
