The Novartis AG application had claimed a patent for a new salt form (imatinib mesylate), a medicine for the treatment of chronic myeloid leukemia. Novartis sells this medicine in several countries under the brand name Glivec (Gleevec). The Indian patent office had rejected the patent application on the ground that the claimed new form was anticipated in a US patent of 1996 for the compound imatinib and that the new form did not enhance the therapeutic efficacy of the drug. Concept Paper by South Centre on High Level Political Forum on Sustainable Development (HLPF) 1. Introduction: The HLPF is one of the most important outcomes of Rio+20, and perhaps its most important. It provides UN member states with the opportunity to set up an architecture that is effective and that can meet up to the present challenges in sustainable development (including the present multiple crises in the economic, social and environmental areas) and the even larger challenges that loom in the future. Not making the cut Canada has now opted out of Kyoto, emulating the US, while Russia, Japan and New Zealand have refused to make cuts. The European Union, the most proactive by promising to cut emissions by 20% by 2020, rising to 30% if the US comes on board, is now backtracking. All that the first phase of Kyoto compelled industrial countries was to cut 5% by 2008-12, which has been honoured more in the breach. MARTIN KHOR, Directeur exécutif du Centre du Sud, a relevé que, dès qu’un pays commence à expérimenter des difficultés dans le règlement de sa dette extérieure, il est coupé de toute nouvelle source de financement, même en ce qui concerne son accès aux crédits commerciaux. Il a donc proposé un mécanisme permettant d’interrompre temporairement toute procédure de recouvrement de la dette, afin de donner le temps aux pays et aux acteurs qui s’occupent de leur endettement de trouver une solution. Cette décision serait prise par un groupe d’experts indépendants, a suggéré M. Khor. Un pays endetté pourrait ainsi suspendre unilatéralement ses paiements sans risquer d’être attaqué par ses créanciers. Le pays endetté pourrait cependant bénéficier d’un nouveau prêt, qui serait accordé par exemple par le Fonds monétaire international (FMI), afin de pouvoir poursuivre ses activités commerciales. Ce nouveau prêt permettrait aussi à ce pays d’éviter la fuite de capitaux qui se produit généralement en cas de perspective de défaut de paiement de dette. M. Is the staggering rise of the South sustainable? by Yilmaz Akyuz APRIL 2012, 2012 (IPS) - Growth in developing economies (DEs) has accelerated significantly in the new millennium. Whereas in the 1980s and 1990s their average growth was barely higher than that of advanced economies (AEs), from the early years of the 2000s until the global crisis, the difference shot up to 5 percentage points. It widened further during 2008-11 with the collapse in AEs. Although there is diversity, the acceleration is broad-based with all developing regions enjoying faster growth than in the past. Day Marked By Initiatives On The Benefits Of IP, Open Technology In another action today, the South Centre, a developing country intergovernmental group, released “IPR, R&D, Human Rights and Access to Medicines – An Annotated and Selected Bibliography.” The bibliography is intended to help provide “the appropriate technical assistance and country support to developing countries, within a comprehensive and coherent national IP strategy, to promote implementation of the TRIPS Agreement that is consistent with the protection of public health and promotion of access to medicines,” the centre said in a release. “The growing volume of literature being produced around the issue of IP, R&D, human rights and access to medicines in the last five years can help countries to find the opportunities and room to manoeuvre to protect the citizens of developing countries from the unhealthy environment created by the new international trade rules,” the Centre said.
